　　根据已有的监测资料，事故发生后的第一个小时后水位上涨较快，至１日１３时前后的水位上涨速度已降至每小时０．５米左右，到１９时左右水位涨幅已减缓为每小时０．１８米左右，表明水位虽然仍在涨，但速度已大幅下降。

　　力争两天打开救援通道

　　在1日下午举行的抢险救援小组会议上，内蒙古自治区副主席赵双连要求迅速组织电机、水泵、通风设备等，争取在当天20时前投入3台水泵抽水，用最快的速度为被困人员留出生存空间。同时，两支抢险队将在1日22时前开始从地面往作业点钻孔，争取在两天内打通，并能够为被困人员投递食物。 

　　赵双连表示，不计代价，确保救援速度，全力营救被困者。会议现场成立了抢险救援指挥部。神华集团老石旦煤矿等矿山救护队已赶赴现场，开展救护工作，斜井口已到位水泵3台，每台的抽水能力为每小时280立方米。 

　　目前，兰州军区宁夏给水团抢险人员携带钻机等设备已经到达事故现场。内蒙古还从郑煤集团、开滦集团紧急调运4台大功率水泵，其中两台水泵每小时额定出水量725立方米，另外两台水泵每小时额定出水量1000立方米；从北京调运325毫米的大口径钻机，预计今天到达。

　　“太恐怖了，一个大浪打来，8个人就不见了。我们能死里逃生太幸运了！”神华骆驼山煤矿透水事故逃生者之一的杨学林对记者说。3月1日晚，在内蒙古自治区乌海市人民医院，躺在病床上打点滴的7名逃生幸存者，对当日早晨发生的惊险场面记忆犹新。

　　他们都是承建单位陕西煤建公司的掘井队员。2月28日23点40分左右他们下井挖掘巷道，在3月1日早晨7点30分下班后，从作业面经过两个斜坡下行到约800米外的停车场时，发现停车场内积有没靴深的水。没等他们过多思量，大约不到一分钟的时间，水便迅速涨到1米多深。见情况异常，他们赶紧回撤到作业面，用电话向煤矿调度室汇报情况。这时，大约是3月1日7点40分。

    神华集团骆驼山煤矿3月1日发生透水事故后，全国人民都在关注井下被困的31名矿工的救援工作。3月3日，中央电视台报道了3月3日晚18时将有一个钻杆有希望打到目标位置后，更引起了全国人民的广泛关注。但3月3日晚从事故救援现场传出消息，第一个救援钻井因打偏而报废，抢险救援工作再次遇阻，3月4日上午，内蒙古自治区副主席、“3.1”煤矿事故抢险救援总指挥赵双连，国家煤矿安监局副局长、总工程师王树鹤等再次到打钻现场，指导协助制定方案。

    因第一个钻孔打偏，其他钻井单位心里压力都很大，担心不能打到预定目标。为此，抢险救援指挥部已多次联系专家，多次论证，一致认为目前的打钻位置是正确的。第一个打偏的钻孔可能因岩石太硬，造成了钻头摇摆，再加上测斜设备没有到位，造成了钻孔打偏。为此，赵双连、王树鹤3月4日一早，再次赴救援现场，请抢险救援队员们放下包袱，不要有心理压力，精心加耐心，继续努力。现在抢时间仍然是最重要的，一定要在保证精度的情况下，加快打钻速度，尽早与井下人员取得联系。抢险救援指挥部领导的看望与心贴心的谈话，打消了各钻井单位的顾虑，他们表示，一定会积极投入，与时间赛跑，全力以赴营救被困人员。

    目前，指挥部善后救治组已制定了善后工作方案，摸清了井下被困人员、正在医院救治人员和死亡人员的基本情况，采取乌海市政府、神华集团、施工单位三方配合、每3人对1户的形式，全力做好被困人员和死亡人员家属的善后工作。目前已到达的家属21户，共77人，矿区社会秩序基本稳定。（殷晓波）
